Call it the chief judge conundrum: How to plan a court budget when there is so much uncertainty about court funding?
"The devil is in the details, and we have all of these unknowns. I'm not trying to say the world is falling in, but if we keep getting the prognosis that there's not enough money, it's not real good," said Second Judicial Circuit Chief Judge Charles Francis, a member of the Florida Supreme Court's Trial Court Budget Commission.
